Specifications include, but are not limited to: The selected firm will be expected to provide comprehensive analyses of the text of the Land Use Ordinance. This should include national trends in zoning best practices that are applicable in the context of Kent County. The first round of proposed text changes must be ready for County review by end of May 2020; a single second-round of revised text must be ready by mid-September 2020. The selected firm will propose new text consistent with the overarching principles outlined in the Kent County 2018 Comprehensive Plan, Maryland State law, case law, Smart Growth principles, and newly identified opportunities for economic growth, as directed by the County Commission. Following the submittal of the selected consultant’s revised text, there will be a public forum to receive input on the proposed text. A single round of proposed amendments to the revised text would follow, with all changes being specifically directed and approved by the County.
