Specifications include, but are not limited to: This quotation involves work to furnish and install replacement lighting for the Hagerstown Regional Airport Runway and Taxiway Bridge over US11 in Hagerstown. The work will include providing an energy audit and retrofitting the existing lighting with LED fixtures to reduce the County’s energy usage and cost. This specifically involves work to: a. Retrofit existing wall mounted fixtures with Light-Emitting Diode (LED) fixtures under the Runway and Taxiway Bridge that can accommodate proper lighting levels based on applicable roadway and bridge lighting standards and codes. This is a one for one change out of the existing fixtures. The Contractor shall submit a lighting/photometric plan prepared by a licensed engineer for approval by the County prior to the start of work. The LED lights shall have an acceptable wattage and lumen output as specified in the letter dated May 3, 2005 by the State Highway Administration and as approved by the County. Currently the lighting operates 24/7, daytime and nighttime. The Contractor shall review and adjust lighting controller configuration and programming. b. Retrofit existing wall mounted fixtures at the entrance wing walls and retaining walls between the bridges with LED fixtures. This is a one for one change out of the existing fixtures. c. Mounting: Each fixture will be mounted in the existing location. If the new fixture footprint is smaller than existing light fixture, a weatherproof cover plate will be installed to accommodate the new fixture. d. The Contractor will be responsible for removal and disposal of existing lights. All existing lamps shall be properly recycled or disposed. e. Contractor will be responsible for evaluating, preparing, and processing Potomac Edison Utility energy efficiency incentives on behalf of the County. This includes obtaining a pre-approval for the project prior to the purchase and installation of the lighting. Each bid shall identify anticipated utility incentives (annual energy savings based on current KW rate) and rebates. Sodexo will be available to assist the Contractor with preparing and processing the incentives and rebates for the County on this project. f. Contractor shall provide a letter that attests to the work performed in accordance with the incentive program and provide a copy of invoices for all of the lights purchased. g. All light fixtures shall have a minimum 50,000 hours / 5 year warranty. h. Bids are to be turn-key and cover any and all costs associated with the purchase and installation of light fixtures including but not limited to hardware, wiring, labor, traffic control and proper disposal of existing light fixtures i. Contractor shall submit a traffic control plan for approval and will be responsible for all traffic control in the work area. j. Contractor will be responsible for keeping the work area free from debris at all times. k. Storage and staging of materials will be at the airport maintenance facility on Henson Boulevard. l. Site visits and on-going work shall be coordinated with airport personnel.
