Specifications include, but are not limited to: The Prince George’s County Office of Central Services’ Contract Administration and Procurement Division (CAP) is issuing this Multi-Step Invitation for Bid (MSIFB) to establish a term contract with a Contractor to establish a contract with a firm for the exclusive right to operate and manage a food service operation and coffee kiosk in the Courthouse of the Prince George’s County Circuit Court. The Contractor shall be responsible for all operations and maintenance of food service facility in the Courthouse. The Contractor will also be responsible for vending services and may also be solicited for catering and special event services management for the various meetings and events held at the Courthouse. The County shall provide all equipment, furnishings, and finishes for the food service facilities. A subsidy to the Contractor in the form of rent and utility abatement by providing building space to utilities to the operator at a “rent free” rate. The Contractor shall have the exclusive right to operate as an independent operator, and shall furnish all management supervision, and labor necessary for full and complete management of the operation. This includes, but is not limited to procurement of food, service to include snacks, hot and cold sandwiches, salads, fruits etc., and the kiosk that provides hot and cold beverages, snacks, salads, fruits, and various grab and go items. The Contractor shall be responsible for all costs related to the operation of the services listed above to include maintenance, repair, replacement, and cleaning of all kitchen equipment. 3.7.1 During operating hours, the Contractor shall have the use of the fully equipped, ready to operate food service facility, which includes kitchen, dining rooms, auxiliary furniture, furnishings, and all other dining room and kitchen equipment owned by the County. 3.7.2 The County’s authorized representative(s) and the contractor will inspect and test all equipment at the facility within 15 days prior to commencement of the contract. At this time, the Contractor shall identify equipment that is not in proper working condition. During this inspection, either the County or the Contractor shall identity equipment that is no longer useful and the County will have the option to either repair or replace equipment. The Contractor will verify through execution of an acceptance agreement the proper working condition of all equipment at the facility. 3.7.3 During the term of the contract, the Contractor is responsible to repair and maintain all equipment as set forth in the acceptance agreement. In the event the County is required to undertake repair or preventive maintenance of the equipment that falls under contractor’s responsibility in accordance with the contract, the Contractor shall be liable to the County for such repair and/or maintenance costs. 3.7.4 The County/Court reserves the right to use the dining area(s) for activities unrelated to food service at the discretion of the County’s authorized representative. Appropriate set-up and cleanup of events held by the County/Court will be the responsibility of the County/Court, unless such event is catered by the Courthouse’s Contractor. 3.7.5 The Contractor agree(s) to conserve utilities and treat the facility and all equipment with prudent care. The County’s authorized representative(s) will be responsible for insuring appropriate corrective action for non-compliance reports. 3.7.6 At the expiration of the contract, the Contractor shall surrender all fixtures and equipment to the County in good operating condition. 3.7.7 Damage to or loss of any equipment, facilities, or property of the County due to misuse or neglect on the part of the Contractor or his employees shall be repaired or replaced to the satisfaction of the County at the expense of the contractor.
