Specifications include, but are not limited to: Baltimore City Public Schools (City Schools) is soliciting proposals from qualified vendors to provide educational services to eligible students in grades Pre-K to 12 who are enrolled in nonpublic/private, or religious schools, as well as Publicly-Funded Special Education Schools (as defined by the Maryland State Department of Education (“MSDE”) in Baltimore City, Baltimore County, Anne Arundel County and other counties as required under “ ESSA, Every Student Succeed Act Title I – Improving The Academic Achievement of the Disadvantaged. The Contractor shall: a. Provide eligible students enrolled in participating private schools and Publicly-Funded Special Education Schools with supplemental educational services which could include; reading, mathematics one-on-one tutoring, mentoring, counseling, computer equipment, technology, educational radio and television, and dual of concurrent enrollment on an equitable basis to those provided to public school students; b. Provide program resources to help participating students to meet the challenging academic standards expected of all children; c. Evidence based use of effective methods and instructional strategies that meet ESSA, providing an accelerated, high-quality curriculum and that give consideration to extended learning time; The Offeror’s proposal response shall indicate ESSA evidence-based strategies and empirical data to illustrate the program’s success and impact on student learning. Include who conducted the research, the population upon which the research was conducted, the methodology (instrument used to collect the data) and what type of research was used to determine the program’s effectiveness; d. Coordinate with and support the educational program in the classroom.
