Howard County, Maryland, (the “County”), seeks a qualified firm (the “Contractor”), to provide financial donation management following a disaster or event that creates an outpouring of financial support from the community and requires a singular channel for nongovernmental financial donation intake, tracking, and distribution on an as needed basis. The Contractor shall at a minimum be able to provide the following services:2.1 Coordination, Collection, and Management:The Contractor shall have the capacity and existing systems to effectively manage financial donations as a result of a disaster or event at the request of the County. 2.2 Messaging of the Financial Donations Process:The Contractor shall coordinate, manage, and provide messaging related to all financial donations incurred as a result of a disaster or event and at the request of the County in conjunction with the Howard County Office of Public Information (PIO). The Contractor shall be proficient in social media and website design in order to target messaging appropriately (where to donate, how to apply for donations, expected distribution timelines, etc.). In addition, the Contractor shall have the capability and appropriate staffing to message information effectively. Any relevant messaging will be reposted and reiterated through the PIO.2.3 Tracking and Documentation of Financial Donations: The Contractor shall be responsible for the tracking of all financial donation intake and distribution as well as maintaining all documentation related to financial donations (templates, completed forms, applications, etc.).2.4 Distribution of Financial Donations: The Contractor shall have an existing algorithm for financial donation distribution based on nationwide best practices, proven standards, etc. (upon submission of the proposal). 2.5 Reporting of Financial Donations: The Contractor shall provide the County with reports on donations collected, distribution of donations and balance reports on a regular basis both during and following the disaster.2.6 Mobilization: The Contractor shall have the ability to mobilize onsite within 48 hours of an event.
