Specifications include, but are not limited to: 1. Evaluating and making improvement recommendations for procurement policies, and practices, and equitable participation of MBE businesses; 2. Reinforcing social responsibility and sound fiduciary relationships with minority- and women-owned businesses; 3. Increasing the number of diverse, local minority- and women-owned businesses; and 4. Identifying the best practices that will help the County to build a stronger business development, attraction, and expansion program to help stimulate local business economic growth and development. ; Obtain and analyze prior utilization studies that relate to the relevant market area, and to the extent possible reconcile or distinguish those studies with the current findings; d. Research and analyze the level of MBE availability and utilization by MBE category in the relevant market area with respect to each type of contract typically awarded by the County; e. Design and administer a survey of contractors, subcontractors, vendors, and consultants (by ethnic group and gender) as to the type of work, capacity, and utilization on various types of contracts, reasons for levels of utilization.
