Specifications include, but are not limited to: A. Services to be Performed 1. Phlebotomy Responsibility The Contractor shall draw a minimum of three (3) vials of blood each from no less than two (2) horses out of every race at Rosecroft Raceway, located in Fort Washington, Maryland. The identity of the horse shall be included on each vial. The Contractor must keep a record including the name of the Veterinarian who drew the blood, the name of the horse, and the date. This record must be submitted to the Contract Monitor by the 15th of the month following the month in which the services were performed. This record must be submitted with the invoice (see Section 3.6). Failure to perform any of the services described in Section 3 may result in payment to the Contractor being withheld by the State. 2. Blood Drawn Documentation & Process i. The Contractor shall label each blood vial with the following information: (a) The sample number which has been assigned to the horse; and (b) The horse’s tattoo number. ii. The Contractor must perform the following process in the order provided: (a) Once the withdrawal of the blood is completed and the three (3) vials of blood identified with the information specified above, the vials shall be rotated (10) times; (b) After the rotation process is completed, one vial shall be placed in the refrigerator at the detention barn and the remaining two (2) vials shall be placed into the container holding the urine specimens; (c) The Contractor shall inform the Racing Commission’s employee when this process is complete in order for the individual to secure the vials. 3. Racing Activity The Contractor will perform the required services when live racing is being held, usually during the periods of March through June, and September through December. On average, races are held two days (2) each week, encompassing ten (10) to fourteen (14) races per day, race days may include some weekends. There are approximately fifty-four (54) racing nights during this period. The services will take place between the hours of 7:00 p.m. until 12:00 a.m.
