Specifications include, but are not limited to: This request is to procure services to: 1. Support compliance monitoring through on-site visits, review of self-monitoring reports, and acceptance of corrective action plans to ensure compliance with COMAR and the federal Medicaid requirements of the School-Based Medicaid Program. Analyze and identify service areas and providers with lower than average recovery of Medicaid revenue and assist with revenue maximization strategies. Provide technical guidance in areas including billing for new health related services, tracking of underreporting, and correcting denied claims. Monitor changes in recovery at the provider level, track compliance by local school system and local lead agency providers, support expansion of new Medicaid services, and prepare summary reports. 2. Examine, analyze, and interpret monthly Medicaid payments to local school systems, local lead agencies, nonpublic schools and other providers of health related services. Select paid claims representing potential discrepancies and conduct detailed case studies at the child and provider level. Prepare discrepancy reports related to the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit and the Maryland Children's Health Program (MCHP). Examine service discrepancies distinguished high risk for COMAR compliance violations, and prepare reports. 3. Provide technical assistance and identify changes in software systems used to achieve efficiency in preparing the Level of Care, Plan of Care, and the Quality Assurance Medicaid Monitoring System. Provide training and technical assistance to service coordinators on the Autism Waiver Level of Care system. Collaborate with the software contractor on system revisions and test all changes before launching new versions of the Autism Waiver Level of Care software. Test the new Autism Waiver Plan of Care software and provide recommendations on improvements. Provide technical assistance with the design and implementation of Autism Waiver quality assurance monitoring spreadsheets. 4. Refine and manage the reportable events tracking system for the Autism Waiver. Conduct analysis of trends and patterns of reportable events and craft recommendations for training and technical assistance for providers and service coordinators. Develop formative and summative reports on quality indicators as required by the Medicaid approved application. Develop specifications for a technology solution for documenting reportable events. Provide technical assistance to providers for preparing Corrective Action Plans. 5. Support compliance monitoring of Autism Waiver provider agencies through on-site visits and record reviews to ensure compliance with COMAR and federal Medicaid requirements. Provides technical assistance, tracks compliance, supports expansion of services and prepares summary reports. Assist in the Autism Waiver Application renewal process.
