Specifications include, but are not limited to: The purpose of this RFI is to obtain information to help HCPSS develop a requests for proposal (RFP) to perform two forensic audits. Firms are encouraged to provide mock RFPs. The first audit would be of all grants received by HCPSS for fiscal years 2013 to 2017. There are an estimated 25,000 or more transactions involving the grants, As a result, the audit would consider sampling or data mining in order to gain confidence on the propriety of grant transactions during the period. The information from this RFI would help HCPSS develop a request for proposal. The information should include suggested audit objectives, scope, and methodology; audit timing and resources, particularly for an expedited audit; reporting framework; likely audit costs for budgetary purposes; and any other information relevant to the audit. The second audit would be of all transactions involving HCPSS’s Health and Dental Fund for fiscal years 2013 to 2017. There are an estimated 25,000 or more transactions involving the Fund, as a result, the audit would consider sampling or data mining in order to gain confidence on the propriety of Fund transactions during the period. The information from this RFI would help HCPSS develop a request for proposal. The information should include suggested audit objectives, scope, and methodology; audit timing and resources, particularly for an expedited audit; reporting framework; likely audit costs for budgetary purposes; and any other information relevant to the audit. HCPSS used an ERP system called “IFAS” for fiscal years 2013 to 2016 and the “Workday” system for fiscal year 2017. The HCPSS website has financial reports for fiscal years 2013 to 2017 that provide information on grants and the Health and Dental Fund.
