Specifications include, but are not limited to:The Department is issuing this RFP on behalf of MCE to obtain an experienced Contractor to provide an ERP solution to replace the current ERP software and to automate current manual processes. The awarded Offeror shall be able to perform all requirements as detailed in Section 3 of the RFP. Offerors shall be required to furnish satisfactory evidence that they meet or exceed all minimum qualifications listed in Section 2 Company and Personnel Qualifications of this RFP. Agency / Project Background MCE is the prison industry arm of the Department. As a self-funded Agency, MCE manages over $50 million dollars per year in sales and services. MCE ‘s manufacturing facilities produce thousands of products in diverse business lines including textiles, furniture, meat, metal, and agricultural products. MCE headquarters (HQ) is at 7275 Waterloo Road, Jessup, MD 20794. MCE and its Business Units, are located within eleven (11) correctional facilities across the State of Maryland, employs 180 civilians and approximately 2,000 inmates. To continue to accomplish its mission while accommodating expected growth, MCE must consistently demonstrate and document greater performance of and accountability for its financial management, customer service, inventory and manufacturing control systems. If not replaced, the existing paper-driven processes and the inadequate, more than fifteen (15) year old, information technology infrastructure will be continue to threaten MCE’s ability to fulfill its mission. MCE’s primary financial and manufacturing management system (originally called Manufacturing, Accounting and Production Information Control Systems (MAPICS), (which is now an Infor product) provides only basic accounting and customer order management services, runs on an IBM AS/400 platform and was installed in the late 1990s. It. Except for a Y2K fix, neither the hardware platform nor the application software have been updated since the original installation. All core modules of MAPICS were not purchased, including the production control and cost modules. Lacking integration with the core MCE financial management system each MCE production facility uses desktop tools (Microsoft Access / Excel) to build individual systems to manage their respective production lines. These standalone PC-based systems are primarily used by inmate workers. The ERP solution will replace the current Infor product, eliminate the individual Microsoft Access / Excel PC systems and become the new core management, financial and production control system of record for MCE.
