Specifications include, but are not limited to: The consultant(s) will assist in the development of a competitive procurement, or auction process, for the output of distributed generation facilities in the State. Specifically, the consultant(s) will assist in the design of the processes to be implemented by the Commission in accordance with the Act. The competitive procurement, or auction, processes are intended to procure the output from targeted quantity amounts of capacity from distributed generation facilities in the State over a series of discrete procurement rounds. Pursuant to the Act, the first procurement round will establish a benchmark price, and prices in the subsequent rounds will be administratively set by reference to the first procurement round benchmark price. The Act requires the first procurement round to be conducted to allow for bids to be accepted for a 30-day period beginning on or before July 1, 2020. Subsequent rounds will be conducted sequentially. Finally, pursuant to the Act, the price for the first procurement round will be the first round “clearing price”, or the highest bid price accepted in that round. Given the importance of the first round “clearing price”, the Commission seeks to ensure that the price is reflective of the results of a robust competitive process. The assistance of the consultant will be provided (1) through discussions with the Department Staff; (2) through written reports or recommendations; or (3) a combination of (1) and (2), at the discretion and direction of the Department. The Department anticipates that the design of the first procurement, or auction, process will be completed, at least on an initial basis, no later than the end of the first quarter of 2020.
