Specifications include, but are not limited to:The City of New Orleans is seeking an appropriately qualified multi-disciplinary Consultant Team to lead the design, engineering, and community engagement process for a stormwater resilience and public space improvement project at the Milne Campus at 5420 Franklin Avenue in Gentilly. 1. Improve stormwater management and reduce flood risk and subsidence. Interventions should be informed by and show reductions to both modeled flooding and community-based data. The consultant should also utilize the City’s Adaptation Support Tool and Climate-Smart Cities mapping tool developed in collaboration with Deltares and Trust for Public Land to engage key stakeholders, youth, and residents in decision-making on the most appropriate stormwater measures. a. Example measures may include: high-performance play fields with subsurface storage, bioswales, increased pervious cover, tree cells, and constructed wetlands b. Initial estimates suggest the project site could provide a water storage capacity of 490,740 cubic feet, reducing almost 20% of street flooding from a 1-year storm. 2. Enhance and add value to existing and future programs of the site, including NORDC, NOLA FOR LIFE, and water-focus education and economic opportunity activities, with a focus on youth programming. Opportunities for design should be explored in collaboration with these key partners and users of the site. a. Facilities may include: i. Recreational fields ii. Testing, training, and educational gardens iii. Improved site circulation and access to transit iv. Flexible spaces for NORDC and NOLA FOR LIFE events and programs 3. Engage the city’s youth, especially teens, in important topics for the city’s future, including: water management, environmental stewardship, community development, and economic opportunity.
