Specifications include, but are not limited to: The McKinney-Vento Homeless Assistance Act, Subtitle VII-B charges each State educational agency with the responsibility of ensuring that each child of a homeless individual and each homeless youth has equal access to the same free, appropriate public education, including a public preschool education, as provided to other youths. Overall, the goals of the McKinney-Vento Act are: 1.to remove barriers to the enrollment, attendance and or success of homeless children and youth; 2.to provide immediate enrollment of homeless children who are not already enrolled; 3.to provide school stability for students experiencing homelessness by allowing them to remain in their school of origin; 4.to promote school success and completion for homeless students; and 5.to support collaboration between school LEAs and community agencies serving homeless students. The purpose of this Request for Proposal (RFP) is to obtain competitive applications from qualified proposers who are interested and prepared to work jointly with the State Homeless Coordinator to carry out Louisiana’s State Plan of addressing the above goals in Louisiana’s school system. The proposers will provide support and technical assistance to the local education agencies and Homeless Liaisons as they further develop and/or continue implementation of the McKinney-Vento Education of Homeless Children Programs.
