Specifications include, but are not limited to:The Jerry Owens property is located north of Hazard, in Perry County at 37° 18’ 57.3” N and 83° 13’ 54.8” W. The site can be reached from Hazard by following KY 15 north to a right onto Entertainment Drive (at the old Fugate Entertainment Center) and continuing 0.3 miles south to a left turn onto Hull School Road. Coninuing for 0.8 mile and passing Potter Lane road, the concrete drive to 65 Potter Lane is on the right. Site preparation includes clearing and grubbing of vegetation. Straw bales and silt fence are included to minimize erosion from the site. Domestic and/or mining debris is present within the construction limits and is included for removal and proper disposal. No trees larger than three inches in diameter, whether dead or alive, will be removed except during the designated time allowed unless they are on an unstable slope. Reclamation plans consist of excavating slide material and placing a gabion wall with class II behind and safety fence above. Drainage will be improved with retaining wall subdrain and subdrain, and by construction of a rock ditch. Subdrain will differ from the standard detail in that it will include an 8 inch diameter pipe. The ditch will transition into an HDPE pipe with end anchors which will carry water under Potter Lane. Stockpiled material that has already been excavated from the slide is to be placed at the Primary Waste Area described below. Utility relocation is also included as may be needed during construction of this project, and roadway stone and bituminous repair are included to provide access and to repair road as necessary. Geogrid is included to be placed beneath the wall and for access as necessary. Waste is intended to be placed in one or both of two designated waste areas. The Primary Waste Area is located on an old mine bench above the Melanie Combs AML Site which is located off of Hwy 15 via Kennedy Lane and Eldorado Lane at 37° 20’ 32.6” and 83° 15’ 55.5”. A Secondary Waste Area is located at the Coalfield Industrial Park approximately 5.8 miles north of the site off of Hwy. 15 at 37° 21’ 53.3” N and 83° 15’ 43.1” W. It is anticipated that the total area from both waste areas that will be used is less than one acre, and site preparation at the waste areas should be minimal. All areas disturbed by construction activities is to be revegetated in accordance with regional, regulatory, and project standards, using agricultural limestone, fertilizer, seed and mulch. A standard seed mix is to be used.
