Specifications include, but are not limited to: Develop Louisville requests proposalsfor Architectural, Engineering, and/or Construction Services for the stabilization of the Quinn Chapel AME Church, located in Louisville, Kentucky. Per the Scope in Section II below, the selected contractor is expected to complete the stabilization of the building including construction plans/specs and all subcontractor hiring. The end goal is a stabilized and mothballed building that will be ready for future rehabilitation and reuse. a. Task 1— Design and Construction Document Development Tasks i. Prepare and submit for approval construction plans/specs setting forth in detail the requirements for stabilization of the building, including the front porch, top gable of the front façade, and the rear portion of the building. The Construction Documents shall: 1. Comply with the Section 106 review and NEPA review by the National Park Service; and, 2. Comply with any applicable building codes. ii. Prepare changes to the approved construction plans/specs to reflect National Park Service approved changes in the scope or nature of the work. iii. Update estimate of project costs—initial cost estimates will be included in the Preservation Plan. Consultant will promptly advise Develop Louisville of the impact that special design details, materials, and equipment items may have on construction costs. iv. Provide a project schedule. Please note that the selected firm must allow sufficient time and effort in the budget and approach for submitting draft documents to Develop Louisville and National Park Service staff for review. All work, including invoicing, documentation, etc., should be complete by March 1, 2021. b. Task 2—Construction Contract Administration i. Assist Develop Louisville in developing bid document packages, in obtaining bids, and in evaluating bids by providing all documentation needed for proper bidding and contract preparation. ii. Assist in the preparation of instructions to bidders, issuing addenda, and organizing and leading the pre-bid conference. All subcontractors are subject to Louisville/Jefferson County Metro Code of Ordinances 37.65-37.72. For more information on this, contact the Human Relations Commission (502) 574-3631. iii. Assist in the review and evaluation of bids. iv. Provide a Construction Document Set during the bid period and all value engineering decisions made as a result of the bid process. v. Visit the site at intervals appropriate to the stage of construction, as agreed to by Consultant and Develop Louisville, to become familiar with the progress and quality of the work completed, and to determine in general if the work is being performed in a manner indicating that the work, when completed, will be in accordance with the approved construction plans/specs. vi. Immediately notify Develop Louisville of any problems it discovers or observes. Consultant will submit a written report to Develop Louisville within three (3) days after each observation outlining items observed, specific findings, discrepancies in the work and problems reported, and time spent on the jobsite.
