Specifications include, but are not limited to: As the Task Force for crowds and public safety, the primary factor to assuring a safe and comfortable environment for large crowds is the planning for their management. Crowd management must take into account all the elements of an event especially the type of event (circus, sporting, theatrical, concert, rally, parade, etc.), characteristics of the facility, size and demeanor of the crowd, methods of entrance, communications, crowd control, and queueing. As in all management, it must include planning, organizing, staffing, directing and evaluating. Particularly critical to crowd management is defining the roles of parties involved in an event, the quality of the advance intelligence, and the effectiveness of the planning process. The role in planning, organizing and controlling events cooperatively is 1) anticipate potential sources of danger in public gatherings, 2) take steps to prevent trouble when and where possible, and 3) be prepared to respond to trouble quickly and effectively when, and if, necessary. Security: The Contractor will provide appropriate number of trained, professional security staff, event supervisors and event managers, as specified by the Arena for each event, including pre-event parties and activities both inside the Arena, at outdoor performance spaces or on the exterior grounds. Staffing will be charged with protecting the stage area, screen patrons for contraband and other special assignments, to ensure the safety of patrons, artist, staff and the facilities.
