Specifications include, but are not limited to: Louisville Metro Government’s Office of Management & Budget (OMB), Department of Economic Development, Develop Louisville and Community Based Services are seeking a loan administration system to support the city’s multiple loan programs. A configurable system with easy to use interfaces, loan application and management, reporting, automatic credit retrieval and reporting, automated communications, disclosure notifications, and workflow/task management is being considered to replace the existing system. A hosted solution is also of interest. OMB and Economic Development currently use a combination of Oracle Financial Systems modules and Excel spreadsheets as a system for managing loans. The desired proposed solution will meet the following: - US 508 Accessibility Guidelines - US DoD 5015.2 Certification - International Standard of Records Management, ISO 15489:2001 - ISO 16175: Principles and Functional Requirements for Records in Electronic Office Environments. Mandatory Requirements • Cloud-based loan processing system • Include standard loan origination capabilities, as well as automated reporting, acceptance of all most common forms of payments and communications capabilities (e.g. department and aggregate reporting, send automated payment reminders, allow ACH payments, etc.) • Ability to upload mass data files from existing loans (i.e. transition current loan information into the new system) • Ability to interface with Office of Management and Budget’s (OMB) Oracle financial reporting systems in accordance with fund accounting practices and dual posting capabilities (i.e. disbursements/collections) • Retrieve and report credit agency information and performance directly via the system • Ability to customize input, dashboard and reporting fields
