Specifications include, but are not limited to: 2.5 SPECIFICATIONS, ALL PHASES OF DESIGN The Consultant shall coordinate with TARC and determine the most cost effective scheduling and sequencing of the work to be completed in each annual element. Once this is confirmed, the Consultant shall prepare detailed plans, specification and cost estimates for each project. 2.6 GEOTECHNICAL The Consultant will provide geotechnical survey services associated with facility modifications/expansions, including preparation of appropriate documentation needed to meet any local, State or Federal requirements. 2.7 RENDERINGS The Consultant shall be responsible for preparing all renderings as necessary for the purpose of contract documents, regulatory compliance, or presentations. 2.8 MAPPING AND GEOGRAPHIC ANALYSIS On an as needed basis, the Consultant may be called on to prepare geographic analysis of TARC service, or to aid in the preparation of maps utilizing geographic information. 2.9 VALUE ENGINEERING To satisfy FTA requirements and assure the best-cost benefit for the use of public funds, an independent consultant may perform value-engineering services during the course of the contract. The Consultant shall utilize value-engineering principles in developing recommendations for any and all construction projects. 2.10 PROCUREMENT ASSISTANCE Provide assistance to TARC's Purchasing Department in preparing procurement packages, securing bids, tabulating and analyzing bid results and furnishing recommendations for the award of service and/or construction contracts. CONSTRUCTION SERVICES a. Conduct sampling for the presence of lead, asbestos or other hazardous materials where they may be encountered during construction or rehabilitation projects. Provide and report on results of analysis. b. Review laboratory, shop and mill test reports on materials and equipment. c. At the request of TARC, issue necessary interpretations and clarifications of contract documents, require special inspections and testing of work and make recommendations as to the acceptability of work.
