Specifications include, but are not limited to: The State of Kansas Employee Health Plan (SEHP) seeks to establish preferred lab benefits for all active employees for plan years 2021, 2022, 2023. The SEHP has offered preferred lab benefits for employees since 2003. All plans available to employees offer preferred lab benefits as a value added benefit. There is no premium or administrative fee associated with the current arrangement, just opportunity for volume in exchange for reduced cost, high quality and efficiency. 4.1 General Requirements 4.1.01 Participate as a network provider with all health plan administrator(s) offered through the SEHP. Currently the administrators are: Blue Cross Blue Shield of Kansas, and Aetna. An RFP will be released early next year for ASO services so this group of vendors may change based upon negotiations. Lab Vendors will be required to contract with any company administering a SEHP plan. 4.1.02 Work with the SEHP and health plan administrators to resolve issues arising about billing, eligibility, records requests, reporting to ordering physicians, etc. 4.1.03 Should the SEHP be prevented or enjoined from proceeding with the acquisition before or after contract execution by reason of any litigation or other reason beyond the control of SEHP, Vendor shall not be entitled to make or assess claim for damages by reason of said delay. 4.1.04 Vendor must comply with the State policy on security and accessibility standards found at: http://oits.ks.gov/info-security/policy. 4.1.05 Offer a broad network of service centers or access points for plan members to receive covered lab work. 4.1.06 Complete lab drawing and administrative services, lab processing, accounting, quality assurance, marketing, , customer service, and other services related to providing lab services to members. If ID cards are issued, Vendor will coordinate with the health plan administrators to ensure that the same ID# is reflected on the member’s lab and medical ID card and appropriate billing and usage information is available on the ID card. Vendor will provide logo and telephone contact information for the back of the health plan ID cards issued by the Health Plans administrators. 4.1.07 Assist in a consultative capacity with regard to the benefits and provisions under the SEHP and any subsequent revisions of the SEHP design as deemed appropriate from time to time.
