Specifications include, but are not limited to: Organize and conduct comprehensive job task analyses for the ranks of Captain and Battalion Chief. • Review of existing job descriptions for identified promotional candidate positions (Captain, and Battalion Chief). • Conduct on-site data collection and work activity observations of incumbents. • Analyze the collected data and produce job analysis summary reports. • A description of the methodology for completing the job analyses shall be included in the proposal. • The use of internal subject matter experts (SMEs) is permitted in the job analysis phase of the project. Present job analyses findings to City Human Resources and Fire Department designees and recommend the most appropriate strategy for validation of the test instruments and the test plan for this project. Promotional Assessment Development Development of a three component testing procedure which should include written, oral, and assessment center based evaluation components. Testing questions and materials include a review of important and frequently occurring job tasks. • Closed Book Multiple Choice Written Test: This component of the testing program will test active memory of job-related materials and questions on policies and procedure of departmental general orders and standard operating procedures (General Orders and Standard Operating Procedures to be used will be enclosed in Addendum I). The Fire Department will identify textbook materials, guides, and internal policies to be used for testing background materials. • Oral Interview: Development of oral board questions and a scoring scheme for oral interviews. Oral interview questions must be based on the proposed job classifications. Oral interview questions must be based on tasks that carry the proposed job classifications. • Assessment Center: The contractor will perform an assessment center for both the Captain and Battalion Chief process. The assessment center will consist of up to 6 exercises. Examples that have been utilized in the past but up for discussion are Leaderless Group, Media Interaction, Subordinate Issue, Training Scenario, Incident Command, Citizen Interaction, and In-Box exercises. The assessment exercises will be agreed upon between the Fire Department and the contractor after successful selection. The contractor will be responsible for the selection and scheduling of the Command Officers from outside Fire Departments to participate as assessors. The KCKFD will offer contact information and assist in the contractor making contact with the outside agencies, but it will the responsibility of the successful bidder to provide the assessment center assessors.
