Specifications include, but are not limited to: Task 1: Strategy Development (5%) In acknowledgement of all the work that has already been done among our community partners and stakeholders, WAMPO staff have taken the first step in gathering and distilling down information from existing sources as it relates to the transportation system preferences and perceptions of the future needs of the public. Based on the understandings developed from this research activity, the consultant should develop a strategy for public engagement that builds on the accomplishments and challenges of existing community work. While not an exhaustive list, sources of information include: Center for Economic Development and Business Research (CEDBR) Chung Report Project Wichita Regional Economic Area Partnership (REAP) Regional Growth Plan South Central Kansas Prosperity Plan WAMPO MOVE 2040 Wichita –Sedgwick County Community Investment Plan Wichita-Sedgwick County Comprehensive Plan: Citizen Engagement in Strategic Investment Decisions Young Professionals of Wichita Survey Results Task 2: Data Collection (50%) Assistance with the development and execution of a survey that informs WAMPO of infrastructure and mode choices preferences/perceptions organized by the various generational categories. The “surveying” activity should be inclusive and representative of the region and include a variety of methods to engage the public as appropriate. These methods may include, but are not limited to, polls and surveys, focus groups, interviews, web-based methods, and public presentations. Additionally, efforts should also be made to seek out, consider, and involve persons who have been traditionally underrepresented by existing transportation systems. We have identified traditionally underrepresented populations as those individuals with the following characteristics; households/individuals with low incomes, minorities, individuals with limited English proficiency, individuals with a disability, older adults, and households/individuals without a motor vehicle. Work Product Insight: May include a survey tool and tool adaptations for use in in-person and remote settings (print and electronic options preferred). Collected raw data including demographic associations (specifically age, race/ethnicity, English proficiency, gender, and income). Task 3: Data Analysis & Interpretation (45%) Task 3 should be focused on validating findings of existing work with the new information collected during the data collection phase of this project. The data interpretation should be used to develop a concise itemization of priorities for future investment and considerations, including lessons learned and opportunities for maintaining relationships with the public as a result of this initiative. All of these elements will be used to inform the update of the WAMPO Metropolitan Transportation Plan and other key transportation decision-making points in the future.
