Specifications include, but are not limited to: The intent of this RFP is to contract with a General (Prime) Contractor who will manage the pickup, removal, storage, and land application of biosolids (stabilized wastewater treatment sludge) generated from the Douglas L Smith Middle Basin (DLSMB) Wastewater Treatment Plant (WWTP). In future years (24+ months from notice to proceed), the Nelson Complex (NC) Wastewater Treatment Plant (WWTP) and the Tomahawk Creek (THM) Wastewater Treatment Facility (WWTF) may also generate biosolids for land application, with the same services required. The respondents shall provide proposals based on operations involving only DLSMB WWTP for the proposed contract period (years 1, 2, and 3), with plans for expansion to include biosolids generated from NC WWTP and THM WWTF in years 4, 5, and 6. The cost portion of this RFP will be based on the cost of land application of biosolids from Middle Basin only for the current proposed contract. Operations are expected to include NC WWTP and THM WWTF in future years, if and when such facilities are operational, and cost will be negotiated at that time for subsequent renewal periods. The DLSMB WWTP is located at 10001 College Boulevard, Overland Park, Kansas. The NC WWTP is located at 4800 Nall Ave, Mission, Kansas. The THM WWTF is located at 10701 Lee Boulevard, Leawood, Kansas.
