Specifications include, but are not limited to: The new Police Station(s) will have a building footprint of approximately 23,000 SF, divided into staff office spaces, staff, work, and secure storage space, locker areas, secured reception and holding cell space, and public waiting. The attached conceptual floor plan as well as site plan shall be used as a foundation to the final design. Modifications will be considered to site utilization and potential building placement, however, building layout and functionality shall remain as shown in the conceptual design. Every effort will be made by the Consultant to work with the selected Construction Team in order to provide the most energy efficient facility possible. Selected Consultant shall examine and provide the most energy efficient solutions available using the latest HVAC technology, as well as lighting. The Consultant and City Staff will evaluate return on investment, reliability, and effects on both energy and maintenance operating costs for life cycle analysis of the potential systems for this facility throughout the design process. Design will meet or exceed all current applicable code requirements of governing agencies, and will be in compliance with requirements of the Americans with Disabilities Act (ADA) Project will require Design Council presentation with art integrated with the project design. Selected Consultant will be required to make the necessary presentations and any modifications to acquire Design Council approval, as well as assist in the selection of an artist/art element. Design will include a modern security system that can be integrated with existing City systems, and provide security monitoring/controlled access of the building and parking area 24/7. FF&E will be included in the design including all specialty furnishing and equipment utilizing modular furnishings for the office and work areas. An emergency generator for all vital functions (not HVAC) for operation of the station shall be included in the design. Consultant will provide Construction Documents for the project based on the approved design and updated budget for the project. The Construction Documents shall set forth in detail the requirements for construction for the project. The Construction Documents shall include drawings and specifications that establish in detail the quality levels of materials and systems required for the project. The initial 30% design will be structured in a manner that it can be utilized in an RFQ format, either in its entirety or a separate package. During the actual construction, the Consultant will be responsible for the general administration of the project, provide periodic monitoring of the construction in accordance with professional standards, review shop drawings, and provide consultation and advice during construction. The attached Space Programming Study shall be utilized as a basis for building floor plan and appropriate square footage of each space. Selected Consultant should have extensive experience and expertise in value engineering practices and be prepared to work with City Staff and Construction Team throughout the design process to produce the best value for the City throughout construction and operation of the facility.
