Specifications include, but are not limited to: 4.2.1 The awarded Consultant shall analyze impediments to fair housing choice in the public and private sector. Impediments include actions or omissions in the jurisdiction’s public and private housing sectors. a) Actions that constitute violations, or potential violations, of the Fair Housing Act. b) Actions that are counterproductive to fair housing choice, such as NINBYism. c) Omissions in jurisdiction’s laws, regulations, and administrative policies, procedures, and practices that affect the location, availability, and accessibility of housing, as well as conditions, both public and private, affecting fair housing choice. Such as the omission of a lawful sources of income protection in our Civil Rights Ordinance. 4.2.2 Consultant shall identify strategies, approaches, and recommendations for addressing the identified impediments. 4.2.3 Consultant shall provide the City with preliminary findings within two (2) months of project start, with final reporting due no later than March 13, 2020.
