Specifications include, but are not limited to: Background - The City of Cedar Rapids is seeking bids from qualified Contractors for Emergency Chlorine Scrubber System Maintenance for the Water Division. Work will be performed at the J Ave NE Water Treatment Plant, 761 J Avenue NE, and the Ellis Road NW Water Treatment Plant, 7808 Ellis Road NW. The scrubber units are also referred to as US Filter RJ-2000TM Emergency Vapor Scrubber System. Emergency chlorine scrubber systems are used to protect personnel, equipment, and the environment in the event of a major chlorine gas discharge in the chlorine ton container storage rooms. The scrubber system uses 20% ± 1% rayon grade sodium hydroxide (caustic soda) solution as the neutralizing chemical to scrub chlorine gas, also referred to as 20% NaOH. Over a period of several years, evaporation and degradation (sodium bicarbonate build up) of this solution will occur resulting in loss of chemical concentration and loss of effectiveness as a neutralizing agent. The manufacturer recommends removal of solution, flushing, cleaning, and replacement of the solution at intervals of at least three to five years. This service was last completed in 2015.
