Specifications include, but are not limited to: In accordance with the informal competition procedures provided for in 11 Iowa Administrative Code rule 118.9, the Department of Human Services (the Agency) seeks to secure services to conduct a PREA audit of the State Training School in Eldora, Iowa that is compliant with the Department of Justice PREA standards for juvenile facilities by a person or entity certified and qualified to perform such services. The State Training School is the only juvenile facility within the Iowa Department of Human Services. The State Training School is a multifaceted, medium security 130-bed juvenile correctional facility serving male youth between the ages of 12 and 19.6. The primary purpose of the State Training School at Eldora is to provide a continuum of supervision and rehabilitation programs, which meet the needs of males adjudicated delinquent, in a manner consistent with public safety. The State Training School establishes policies and procedures in accordance with standards set forth by the American Correctional Association. In 2015 the ACA Accreditation Board conferred full unrestricted accreditation on the STS for the maximum 3-year period. The PREA auditor(s) shall provide all PREA required audit reports, work with the requesting agency to develop a corrective action plan if needed, and participate in the implementation of such plan if needed. The Agency anticipates that the term of any resulting contract will be through the completion of the 2017 PREA Audit and any necessary corrective actions beginning on February 1, 2017.
