BID ITEMS: 1. TEMPORARY TRAFFIC CONTROL The Contractor shall furnish barricades, standard and special signs, flashers, and warning devices for use at each end and throughout the project and in advance of the construction area to inform motorists and pedestrians of the road closures. Such devices shall be provided and maintained by the Contractor as necessary for the safety of the general public and workmen, and located and erected in sufficient quantity in accordance with the Manual of Uniform Traffic Control Devices, latest edition, and as stated herein. Detour signs, shall be furnished and installed by the contractor as determined by the Engineer. The Engineer may request additional signs, barricades, flaggers and other devices as needed at no additional cost to the City. The Contractor shall provide the Engineer 7 days’ notice of the pavement activities in order that the public can be notified through the media of the event. The Contractor shall be responsible for coordinating with residents and businesses during the construction to insure satisfactory access. If pavement or driveway removal operations block or partially block a driveway, the Contractor shall give the owner/occupant 72 hours’ notice of the work schedule before removing the pavement. Underground utility trenches shall be backfilled and compacted for a temporary driving surface at end of day’s work. No open trenches will be allowed. The Contractor may obtain “NO PARKING” signs furnished by the City at the City of Bettendorf Engineering Department. The Contractor shall furnish other materials necessary for the installation of the signs, such as lath and staples. “NO PARKING” signs shall be incidental to the contract. Traffic access shall be maintained in the following manner during construction: 4690 Criswell Street: It is intended that the contractor to perform all of his work outside of the street. Due to poor visibility in this location, flaggers will be needed when loading and unloading equipment and for any deliveries. Flaggers shall be required during concrete pours. The Engineer reserves the right to order flaggers at any location at no extra charge to the City. 1475 Prairie Vista Drive: It is intended that the contractor to perform all of his work in the back yard of this resident. Access shall be from Prairie Vista Drive. Coordinate access with the property owners. SC-8 Traffic channeling and routing shall conform closely with the MUTCD Typical Applications. Any signs mounted on embedded posts shall have the bottom edge of the lowest panel a minimum height of 5 feet above the edge of pavement, and the closest side edge having a minimum offset of 1 foot from back-of-curb (ref. MUTCD, 2009 Edition, Sections 2A.18 and 2A.19). The contractor shall be responsible for contacting Iowa One-Call for utility locates for post installations. Signs mounted on collapsible three-legged frames shall be approved by the Engineer. Special street name signs or business establishment name signs shall be fabricated on rectangular 30-inch wide to 72-inch wide panels with upper-case lettering, using black letters, symbols, and border, on white background. Lettering height shall be 6-inches, regardless of the posted traffic speed. The contractor may submit alternative staging plans for approval by the Engineer that will both enhance/shorten the construction schedule and provide better access to driveways or less blockage time to driveways. Payment for Traffic Control shall be at the lump sum price bid and issued in one-quarter increments based upon completion of the sum of the original dollar amount value of the contract plus the value of completed change orders at the time of submitting pay estimates. 2. CLEARING & GRUBBING This item shall include all labor, material and equipment required to remove all trees and stumps, including roots, to a depth of at least 12 inches, logs and downed timber, brush, vegetation and any other objectionable materials along the marked route. Care shall be used to minimize damage or displacement of the surrounding areas and streams. Dispose of material from clearing and grubbing according to Iowa Administrative Code 567-23.2 and per local ordinances. Burning is not allowed. Payment will be made at the Lump Sum price bid for Clearing & Grubbing. 3. FLARED END SECTION REMOVAL This item shall include all labor, materials and equipment required to remove the existing 60” concrete flared end section and the top 24” of the toe wall. This item includes excavation, complete removal and backfilling with Class B Granular Trench Backfill for Storm Drainage Structures. Payment for this item shall be made at the Lump Sum price bid for Flared End Section Removal. 4. 48” x 72” Intake – SW-513 This item shall include all labor, equipment, and material to construct a new catch basin of the dimensions as shown on Iowa DOT Standard Drawing SW-513. New intake construction shall include all required excavation; placing and compacting 6-inch granular floor subbase; constructing new base and walls in accordance with the City of Bettendorf Standard Specification for “Portland Cement Concrete”; replacement and reconnection of affected storm sewer lines; drain tile tie-ins; backfilling and compaction behind the walls; and setting the frame, grate, and curb back castings, including furnishing and installing new back casting bolts. With the approval of the Engineer, the Contractor may repair and reconnect a storm sewer pipe damaged during the removal of an existing structure by installing a short section of HDP double walled pipe and a C-1 mesh reinforcing collar or ductile iron with Furnco coupling(s). The contractor shall remove the walls and base of the existing structure and also properly dispose of the existing structure; No distinction will be made for catch basin size, whether the structure is a single, double or triple unit, or if the structure is a manhole. New castings shall be furnished by the Contractor with “NO DUMPING – DRAINS TO THE RIVER”, and a fish symbol. Payment for this item shall be at the unit price bid per Each. The area of the portion of existing box-outs beyond the standard size, and the area of adjacent pavement to be repaired are summarized in Table 1 and Table 2 under the “Adjoining Concrete Removal and Replacement” column heading. These areas shall be paid for under PCC PAVEMENT of the specified thickness, PAVEMENT, DRIVEWAY, AND SIDEWALK REMOVAL, GRANULAR DRAINABLE BASE (6″), and CRUSHED ROCK STABILIZATION (6″).
