Specifications include, but are not limited to: It is the intent of IDOE to contract with a vendor that provides quality Equitable Services to eligible students enrolled in private school, and their respective educators and families, if the appropriate private school officials have (1) requested to SEA to provide such services directly and (2) demonstrated that the LEA involved has not met equitable services requirements in accordance with procedures. The scope of work may include: - Services that are secular and non-ideological in nature. Services must not be provided by organizations directly affiliated with the affected private schools. - Services that are based upon direct consultation with the affected private school officials, which includes how the children’s needs will be identified, what services will be offered; how, where, and by whom the services will be provided; how the services will be assessed and how the results will be used to improve those services; the size and scope of the services to be provided to private school children, teachers, and families. - Services that comply with all federal requirements of ESSA, including but not limited to services that are supplemental to the core educational program that should be provided by the private school with local funds only. - Services under Title I, Part A, which includes direct instructional and support services to at-risk students. Services may include interventions in core academic areas through qualified educational staff (certified and noncertified), counseling or social work, accelerated learning opportunities, after school and summer school programs, purchase of equipment and materials to utilize in instructional and support opportunities, and professional development. - Services under Title II, Part A, which includes professional development, either directly or through a contract with another entity; and/or recruitment or retention incentives of staff employed at private schools. - Services under Title III, Part A, which includes English language development services for identified English learners, family engagement for families of English learners, assessment administration of the WIDA ACCESS for ELLs, and professional development for educators of ELs - Services under Title IV, Part A, which includes student support and academic enrichment in the areas of well-rounded education, safe and healthy students, and/or technology integration. - Services under Title I, Part C, which includes instructional and support services for migrant students, and Title IV, Part B, which provides 21st Century Community Learning Center (CCLC) programming for out-of-school time learning. Since these two programs are delivered by LEAs who are selected by IDOE based upon criterion or competitive basis, the likelihood of providing either of these services is extremely minimal. - Services delivered will be under the direction and supervision of the State Ombudsman, which under Section 1117 of ESSA has the authority to monitor and enforce these requirements. Direction and supervision may also be provided by appropriate Title Grants and Support staff of the IDOE, as needed. - The vendor will maintain appropriate documentation, including but not limited to, evidence of instructional and support services programming, family engagement activities, and financial records, in order to provide evidence of fulfillment when requested or audited by the IDOE.
