Specifications include, but are not limited to: IDOE is responsible for the accurate and complete collection of data on federally-required data elements, as identified by the U.S. Department of Education. Currently, IDOE contracts with ThomasKelly for the EZ Reports platform. IDOE is seeking a vendor to provide data management services, support, and training to all 21st CCLC grantees and IDOE 21st CCLC staff. The scope of work is to include the following elements: • IDOE intends to annually allocate up to $200,000 for these services. The first year’s start-up costs may mean the bid for the initial year will be higher. • In the 2017-2018 program year, approximately 250 local sites carried out 21st CCLC programming in Indiana • In the 2017-2018 program year, 21st CCLC served nearly 25,000 students statewide in out-ofschool-time programs • An online platform for data management needs for afterschool 21st CCLC programs and local 21st CCLC evaluators • Alignment with US Department of Education 21 APR data collection system and all 21 APRRequired data fields and elements o Required data elements include, but may not be limited to, Regularly Attending Participants (RAPs), Active and Inactive Students, Daily Calendar/Activities, Average Daily Attendance, Attendance Distribution (1 day, 10-20 days, 20-30 days), teacher survey data, standardized assessment data, and demographics. • Ability to generate reports that are able to be uploaded to 21 APR • Optional ability for the vendor to upload data from IDOE directly into the 21 APR system • Ability to bridge existing 21st CCLC program data systems (for example, student information systems such as PowerSchool, Skyward, Kid Trax) and the statewide 21st CCLC data management system • Unlimited data management system accounts for grantees, local evaluators, and IDOE staff • Functionalities that allow for IDOE and grantees to generate reports on student attendance, demographics, teacher surveys, and academic performance to better align programming needs and demonstrate success for grantee requirements • For the first year of the project, in-person trainings with a minimum of: o 1 per year for IDOE staff Subsequent years dependent on IDOE need o 1 per year for local 21st CCLC evaluators Must be provided each year o 2 per year for grantees for an unlimited number of participants Must be provided each year • A minimum of 6 web-based trainings for grantees for an unlimited number of participants for the first year. o Subsequent years should include a minimum of 2 web-based trainings per year • Offer robust customer support via email and phone for IDOE and local 21st CCLC program staff on an ongoing and as-needed basis • Secure hosting for all website elements and data • A customizable data dashboard for grantees to access via the management site showing data trends and aggregate student and program data • Single billing option to IDOE for all 21st CCLC sites
