Specifications include, but are not limited to: The Indiana Department of Correction (IDOC) seeks an experienced Respondent to provide and manage the Indiana Sex Offender Management and Monitoring (INSOMM) Program. The INSOMM Program provides a continuum of services for sex offenders from incarceration through release to community parole supervision. It is a multi-phase program that includes a Phase I Awareness Program, a Phase II Psycho-Education Program that includes pre-release management of housing and employment placement, and a Phase III Community Monitoring Program that shall include Global Positioning Satellite (GPS) equipment and monitoring. The INSOMM Program provides specialized programming for adult sex offenders and utilizes the containment model to provide maximum protection to the public. The containment model is an approach that manages and monitors INSOMM offenders to reduce re-offending and does not advocate that INSOMM offenders can be cured. It includes using a team to monitor paroled offenders that includes parole staff, treatment providers, polygraphists/voice stress analysts, and GPS monitoring staff. The Respondent will be expected to provide the clinical and supervisory staff to manage and deliver the INSOMM Program. The Respondent will be responsible for working collaboratively with the IDOC in facilities and parole districts. This will include the establishment and maintenance of a network of approved treatment providers and polygraphists in the community and providing staff to operate a GPS monitoring program that includes providing offenders with GPS Hookups and Removals, Training, and monitoring surplus equipment at the district offices and New Castle Correctional Facility (GPS Coordinator Position).
