Specifications include, but are not limited to: A qualified Developer Partner to participate in our Rental Assistance Demonstration (“RAD”) Program. FWHA is considering a combination of renovation and new construction using bonds, tax-credits and FHA financing. The selected developer will assist FWHA in evaluating and analyzing public housing for consideration of Rental Assistance Demonstration (“RAD”). Consulting and related technical advisory services to evaluate the feasibility and applicability of implementing RAD. The selected Developer Partner will be required to propose RAD conversion strategies for designated properties. In the case of a 9% tax credit application, the selected Developer will be responsible for creating comprehensive development strategies to address the integration of RAD conversion sites into the broader community. The strategies shall provide supporting documentation and information in sufficient detail to justify both the RAD financing strategy as well as ensuring that the new development reflects a diversified population and mixed income base.
