Specifications include, but are not limited to: A. Needs Assessment Conduct one (1) Needs Assessment annually for a total of (2) Needs Assessments. The Needs Assessment shall be designed for the Division of Mental Health & Addiction (DMHA) providers and participants. The Contractor is responsible for completing the following activities associated with coordinating the Needs Assessment: 1. Create a comprehensive and concise survey instrument to: 1) assess DMHA provider and participant needs as they relate to navigating and being responsive to client/patient cultural and linguistic differences; and 2) assess participants’ varying levels of knowledge and attitudes towards cultural and linguistic competency (CLC) topics. 2. Collaborate with DMHA to incorporate into the survey instrument questions that may relate to any of the following but not limited to: 1) evidence based practices for racial/ethnic or marginalized groups; 2) legislation, laws, or administrative code that addresses behavioral health disparities or training for CLC; 3) client/patient data collection and analysis for behavioral health disparities; and 4) the National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care (The National CLAS Standards), as specifically relating to how agencies are addressing health equity in language access plans, overall CLC plans and/or committees, and policies, practices and procedures that incorporate CLC. 3. Send survey instrument to DMHA and all DMHA providers and participants electronically within the first quarter of each SFY, collect results from participants, and complete a statistical analysis of the data. Create a report of the statistical analysis of the data and send within the first quarter of each SFY to DMHA. 4. Invoice/submit claim electronically for the Needs Assessment in the first quarter of the SFY to Family & Social Services Administration (FSSA) Claims Department, include a summary of activities related to the Needs Assessment, and copy DMHA on the claim. B. Webinar Trainings Provide four (4) Webinar Trainings (Webinars) annually on cultural and linguistic competency (CLC) for a total of eight (8) webinar trainings. The Webinars shall be designed for the Division of Mental Health & Addiction (DMHA) providers and participants.
