Specifications include, but are not limited to: 1) Convene and facilitate a series of four to six Technical Advisory Committee (TAC) meetings to: A) Address the technical challenges of a lack of data from the spring 2020 accountability assessments. Including but not limited to: i. Impact and viability of calculating a measure of growth from 2019 to 2021 using 1-year of data. ii. Appropriateness of using a 2-year growth measure for accountability, and variable impact on student demographic groups. iii. Impact of the 2020 school closures on 4, 5, and 6-year graduation rates, and any necessary changes to our scoring of graduation rate as a result of those impacts. iv. Reweighting of various indicators and the impact these would have on summative designations. B) Review and evaluate the current functioning of the Illinois assessment programs i. Evaluating significant impacts to the long-term viability of the assessment program due to cancellation of the spring 2020 accountability assessment ii. Viability of using partial data sets to validate field test items for operational use on future assessments iii. Viability of pre-equating vs. post-equating models of scoring in light of the 1-year gap in administration C) The TAC will review the impact of COVID-19 closures on the time line for implementation of four innovative meta-indicators: i. P-2 Meta-indicator ii. Elementary/Middle Meta-indicator iii. Fine Arts Meta-indicator iv. College and Career Readiness Meta-indicator 2. The TAC will use a variety of complex and sophisticated statistical analyses, research, and data modeling techniques to: A) Model potential changes to individual indicators, as well as changing the weights of various indicators: i. in general ii. on students with disabilities ii. on English Learners iii. on low income students and iv. all others groups or schools serving large concentrations of these students to ensure that they system is equitably serving these students. B) Model potential meta-indicator performance C) Advise on time lines for implementation of the necessary changes 3. Collaboration with national experts and peers in other states to determine best practices and develop defensible plans that will meet federal requirements for peer review and performance.
