Specifications include, but are not limited to: D.1.3.1.The Offeror must have the capacity to support administration of this spring assessment during an ISBE-established test window. The window will start no earlier than March 1 and end no later than May 15 of any given year, but will not span the entirety of March 1 to May 15.D.1.3.2.The Offeror must have a student rostering and data management system capable of interfacing with ISBE’s Student Information System in real-time or near real-time using web services. The Offeror must also be able to accommodate those entities, users, and students from non public schools who are required to test under the Invest in Kids Act.D.1.3.3.The Offeror must be able to return preliminary machine-scored results within one week of the close of the administration window and must return preliminary human-scored results along with final student reports within one month of the close of the administration window.Machine-scored results are the results of items that can be fully machine-or AI-scored. They would be considered a preliminary score, as they would not include the results of human-scored items. It will require that these be aggregated into some kind of a sub-score, rather than simply reporting raw score results. The response to this mandatory requirement should come in the form of a certification that the Offeror will meet these time requirements and/or provide an even faster return of results commitment the Offeror is certifying it will meet in all cases. The process of how the Offeror will score items and return results will be described and scored in Section D.2.2.D.1.3.4.Scoring of field test items. The Offeror must score responses for all field test items. Machine-scorable field test items must be scored with a minimum of 3,500 responses. Human-scored items must be scored with a minimum of 3,500 responses.Offeror must deliver this data to ISBE and/or ISBE’s designated content Vendor by a date specified by ISBE that would be no earlier than May 1and no later than June 30of each year. Field testing will occur in all years of the contract, and Offerors may use the same specifications for field test scoring in Years 4-10 as in Year 3. See Appendix B for more information on field test items, or contact New Meridian directly.D.1.3.5.Online Forms. For each grade level and content area, Offeror must publish two (2) online forms per grade and content area and one (1) associated paper form for use as an accommodation or in case of breach; two (2) text-to-speech forms per grade and content area (based on the two online forms);one (1) Spanish text-to-speech form;two (2) assistive technology forms –one (1)with tools and one without tools;one (1) Spanish form (mathematics only);one (1) large print form;one (1) Spanish large print form (mathematics only);one (1) American Sign Language (ASL)form; and one (1) braille form built off a base-accommodated form.(Braille is to be offered both online and in print, but is one form.)Please note that the one (1) associated form for use as an accommodation or in case of breach is a separate, third form from the two (2) online forms per grade and content area.
