Specifications include, but are not limited to: The vendor and his representatives shall follow all applicable County regulations while on County property, including the no tobacco products, no weapons and drug-free policies. No work shall interfere with the County activities or environment unless permission is given by the McLean County. This coffee shop operation is intended for Law & Justice Center, McLean County, located at 104 W. Front St., Bloomington, Illinois. The County system anticipates a patron traffic count of approximately 53,000 each year of operation based upon the best known historical data available. The coffee shop space is situated in the public entry/exit way to the county courthouse. The space is designed to attract customers who want a place to relax and enjoy coffee, tea, soft drinks or a snack. The Vendor agrees to provide moderately priced coffee and beverages. Prepackaged food may also be offered. Only small appliance preparation (hot plate, slow cooker, panini/sandwich press), coffee brewing, and re-heating on site is permitted. Vendor will keep a current list of prices for food and beverage items on file with the County. It is the operator’s responsibility to obtain all the appropriate licenses for serving food and drink. The operator will be given an opportunity to cater to groups using the County’s community meeting spaces. The name of the café will be determined by the vendor subject to final approval by the County Board.
