Specifications include, but are not limited to: D.4.1 Residential Property Management Experience D.4.1.1. On-site property manager must have a minimum of an Associates Degree and/or accreditation from Institute of Real Estate Management (IREM) or another nationally recognized real estate management training organization. D.4.1.2. Offeror should have at least five (5) years of experience managing urban, mixed-used, high-rise, buildings with both project based Section 8 and market rate units. D.4.1.3. Offeror should be well versed in all aspects of property management with strong knowledge of affordable housing and market rate housing. D.4.1.4. Offeror should have detailed knowledge of the Section 8 Program, HUD 4350 Handbook and Federal Fair Housing Laws. D.4.1.5. Offeror should have an accredited certified property manager with demonstrated ability to obtain HUD 2530 clearance with Community Occupancy Specialist (COS) certification. D.4.1.6. On-site management staff shall possess IREM and/or HUD occupancy certification, as well as recent training in Federal Housing Law. D.4.2. Commercial Property Management Experience D.4.2.1. On-site property manager should have at least five (5) years of experience managing a mixed-use property of affordable and market rate tenants and commercial space. D.4.2.2. Offeror should have experience leasing commercial/retail space. D.4.3. Construction Management Experience D.4.3.1. On-site construction manager shall have an Associates Degree or equivalent designation from the CMAA. D.4.3.2. On-site construction manager should have five (5) years experience coordinating renovations in both common areas and units in an occupied building.
