Specifications include, but are not limited to:. Product Quality: All products must be of the best quality and shall be prepared in accordance with the best commercial practice, under strict sanitary conditions. All products must conform in every respect to the provisions of the Federal Food, Drug and Cosmetic Act (FDC&A) or latest revision thereof in effect on the date of contract execution and through the life of the contract. The following documents or the latest revisions in effect on the date of contract execution, shall be a part of this specification: Fair Packaging Act and Labeling Act (FPLA); United States Department of Agriculture (USDA) standards for meat and poultry products when applicable; Truth-in-labeling regulations; Food Labeling Act, HR 5642 as amended. Inspection: Products shall be prepared and processed in a plant that is inspected by the Illinois Department of Agriculture or the USDA. Packaging: Unless otherwise specified, the item shall be delivered in standard commercial container, so constructed as to ensure acceptance by common or other carriers, for safe transportation to the point of delivery, and to maintain maximum freshness and quality of product. Glass containers and metal pull tabs are unacceptable. All frozen convenience food products shall be sufficiently stable to withstand reheating in a steam table, bake oven, high speed convection oven, or microwave oven. Minimum Acceptable Weight: In the detailed specification, the amount specified shall be the minimum weight acceptable for the line item. Expiration/Use by Dates: Items must be clearly marked with expiration and/or use by dates. Expiration and/or use by dates must be a minimum 30 days out from date of delivery.
