Specifications include, but are not limited to: A. Research: i. Research Based: The Proposer shall specify if their Program and materials are researchbased and evidence proven, and specify the instructional methods and approaches used in their Program that have proven effective. The Proposer shall provide the basis of the research in which the proposed Program is valid and has demonstrated success in increasing student achievement; particularly with students from economically disadvantaged households. a.The Proposer shall have a research-based solution in order to be considered. The Proposer shall submit a 1-2 page executive summary of the research. The executive summary shall not exceed two (2) pages. The Proposer shall provide URL links to the full reports containing all evidence, research, and technical reports that demonstrate Program effectiveness for both students and teachers. ii. Third-Party Evaluation: The Proposer shall submit any third-party evaluations that show an increase in student achievement with the proposed Program that they are offering. Proposers shall describe any evaluations completed on their Program (and whether this work was conducted by an independent party) or should report that no evaluations have been conducted thus far. The Board is particularly interested in third party empirical research of the proposed model. a.The Proposer shall submit a 1-2 page executive summary of the research. The Proposer shall provide URL links to all evidence, research, and technical reports that demonstrate Program effectiveness for both students and teachers. B. Academic Requirements: i. Program Content: The Proposer shall specify the structure of the Program, skills and subcategories within each subject or content area. The Proposer shall specify who the Program is designed for (e.g. students in need of Tier 2 or Tier 3 interventions, ELLs, students with severe learning disabilities) and how their program can meet the needs of students who are far below these grade levels. ii. Materials: The Proposer shall provide details on the types of materials that are included in the Program. Materials may include, but are not limited to texts, manipulatives, tools, websites, software, etc. The Proposer shall provide a separate list of materials for students and materials for tutors/other adults implementing the Program.
