Specifications include, but are not limited to: The City of Chicago (City) receives an annual formula allocation of grant funds from the U.S. Department of Housing and Urban Development (HUD). To receive the funds, the City is required to develop a five-year Consolidated Plan that identifies community development priorities and multi-year goals through an assessment of affordable housing and economic development needs, an analysis of housing and economic market conditions, and available resources. The Consolidated Plan is carried out through Annual Action Plans which summarize the specific actions, activities, and financial resources that will be used each year to address the priority needs and goals identified in the Consolidated Plan.
