Specifications include, but are not limited to: The goals for the management of the Chicago Park District’s Cellular Telecommunication Infrastructure Program are to: (1) maximize revenue generated from the installation of telecommunications infrastructure on CPD property; (2) maximize market competitiveness and future opportunities (3) minimize impact to park property as well as park events and customers and ensure that all cellular infrastructure installations and temporary equipment are maintained to CPD’s appearance aesthetic standards; (4) adherence to all federal, state and local laws as well as CPD policy and standards; (5) provide the highest possible quality wireless communications capacity in order to enhance the use of the parks, providing connectivity and convenience to patrons; (6) provide cellular carriers and other installers with an efficient and professional process; (7) provide telecommunications infrastructure management at the industry’s highest standards; (8) ensure CPD internal processes are adhered to such as access permits; and (9) enforcement of violations. Operation Services A. Evaluation of Existing Equipment and Infrastructure Installations. 1. Review existing CPD infrastructure architectural drawings and site plans. 2. Confirming inventory of equipment and installations and updating CPD inventory records. Note: CPD does not perform locates for existing buried cellular/fiber or power infrastructure. 3. Recording inventory on a map software 4. Recording inventory on Chicago Department of Transportation’s “Dot Maps” software that is shared among many governmental agencies and entities which own or maintain underground infrastructure of all types. The CPD does not have compatibility information regarding the software. 5. Recommending areas of profitability growth opportunities. 6. Creating and implementing procedures to manage CPD’s right to request relocation of existing equipment/installations. 7. Other services that the CPD may request or that the awardee recommends. B. Assessment of Market Competitiveness. Enhancing and improving the profitability of the program by: 1. Reviewing and assessing the terms in the CPD’s existing agreements compared to those in other markets throughout the city, region and other large municipalities. 2. Recommending any changes to existing leases. 3. Reviewing and assessing the fees and fee structure in the CPD’s existing agreements compared to those in other markets throughout the city, region and other large municipalities. a. Other markets as recommended by the Manager 4. Recommending any new fees and fee structure(s). 5. Recommending potential expansion areas with needs for signal distribution. 6.
