Specifications include, but are not limited to: Section 1940 of the Social Security Act requires all states to implement an electronic system for verifying the assets of aged, blind or disabled (AABD) applicants for and beneficiaries of Medicaid. The Illinois Department of Healthcare and Family Services seeks a qualified vendor to develop, operate and maintain a Medicaid asset verification system (AVS) for all assets held by Medicaid applicants and beneficiaries in Financial Institutions (FI). The AVS will utilize both online access and batch/data exchange processes to identify assets. During Fiscal Year (FY) 2016, Illinois received 76,974 new applications and processed 389,398 redeterminations for the AABD population. Access to the AVS will be made available to staff of the Illinois Department of Healthcare and Family Services and the Illinois Department of Human Services (the Departments). The Vendor will implement the AVS in two phases. Phase One will consist of the development, operation and maintenance of a hosted web-based system. Phase Two will be the integration of the AVS from a web-based system into the Departments’ Integrated Eligibility System (IES) and the operation and maintenance of the AVS thereafter.
