Specifications include, but are not limited to: SAMPLE/SAMPLING DESIGN The Contractor shall use a disproportionate stratified random-digit dialing sampling design to ensure that the sample represents all occupied SCC households with telephones. The sampling design must be supported by the most current version of the CDC’s BRFSS policy (See Attachment X: 2018 BRFSS Data Collection Guide) The Contractor may propose an alternative dual frame (landline and cell phone) sampling plan, but it must be a random selection procedure that is a probability sample from a sampling frame consisting of all possible SCC households with telephones in one-plus blocks. The Contractor must submit a written plan documenting its sampling methodology to CCDPH prior to conducting survey interviews. The Contractor will be responsible for the purchase of the landline and cellphone samples for the survey including an oversample of African Americans and Hispanics. QUESTIONNAIRE DEVELOPMENT AND TESTING CCDPH will submit a finalized draft of the SCC BRFSS questionnaire (composed primarily of selected BRFSS core and module questions) to the vendor during the first week of the project. The Contractor will collaborate with CCDPH to edit the questionnaire so that is approximately twenty-five (25) minutes in length via telephone using CATI software. The Contractor will conduct multiple reviews and pretests of the questionnaire for flow and comprehensibility. DATA COLLECTION The Contractor will administer the survey using CATI software to manage and monitor calling, control distribution of sample, consolidate data, and track interviewer activity and productivity. The Contractor shall collect a uniform number of surveys each month for the 12 month period FINAL DATA PRODUCTS AND REPORT The Contractor will deliver to CCDPH a data set as a SAS data file to include all the documentation necessary for analysis – data dictionary and background of any changes to the data due to non-response or missing data. The Contractor will acknowledge that CCDPH retains all rights to the completed surveys and compiled data sets. The data cannot be used for any other purposes or by any other entities unless explicitly agreed to in writing by CCDPH.
