1) Identify a project to provide a solution to an identified need for wastewater collection and/or treatment facilities where currently wastewater collection and/or treatment facilities are presently nonexistent. 2) Provide an analysis of various alternatives to identify the most cost-effective long-term solution to the need identified in (1) above. Where applicable, the alternatives considered shall include: a. Construction of wastewater collection facilities for all residences within the project area; b. Connection of all residences within the project area to an existing wastewater treatment facility; c. Connection of all residences within the project area to a new wastewater treatment facility; and d. Land application of wastewater treatment facility effluent. 3) Include a comparison of the life-cycle costs of the alternatives considered in (2) above, for the useful life (pursuant to 35 Ill. Adm. Code 365.310) of those alternatives, taking the following into account: a. The cost of constructing all necessary components of the project; b. The annualized cost of operating and maintaining the project over the useful life of the project; and c. The cost(s) of replacing the project at the end of the useful life for all project components. 4) Detail the existing (if applicable) and proposed user charge system(s) as a result of the project.
