Specifications include, but are not limited to: A. Enrollment, Administration, and Fee Collection—The Contractor must: 1. Provide enrollment and registration in the Contractor’s training system for currently licensed Idaho EMTs and AEMTs. The Contractor must provide enrollment for at least fifteen (15) Idaho students. 2. Prior to the first day of instruction, provide a current course syllabus to the Department. 3. Provide a list of enrollees (after any add/drop deadline) to the Department. 4. Manage a waiting list if enrollment demand exceeds training capacity. 5. Collect and retain a twenty-five dollar ($25) fee for each Idaho student enrolled. These fees must be the only cost to Idaho students, since the Contractor will be compensated under this contract. 6. Coordinate with the Department to validate course eligibility of current Idaho EMTs and AEMTs. 7. Provide administrative oversight and supervision of each student’s coursework and participation. 8. Possess current Department approval for their EMS education program or obtain approval with thirty (30) calendar days of contract award. B. Instruction—The Contractor must: 1. Provide Community EMT instruction based on the draft instructor curriculum guide provided by the Department (Attachment 1). It is understood that Contractor must meet the intent communicated in this guide, but the Contractor must also exercise professional judgement and harness their unique educational expertise and organizational capacity to conduct a quality course. For example, the Contractor must meet the learning objectives provided in the guide but will have latitude in determining how to meet those objectives. 2. Provide course instruction totaling forty-six (46) hours, including both virtual/live instruction and individualized self-study classes undertaken independently by students. C. Monitoring, Quality Control, and Course Completion—The Contractor must: 1. Provide administrative oversight and supervision of each student’s coursework and participation. 2. Develop and implement a system/tool to assess student competence in CHEMS topics, using a pre-course and post-course evaluation. Submit this system/tool to the Department for review/input at least fifteen (15) calendar days prior to the course beginning and share the results with the Department within thirty (30) calendar days of the course’s completion. 3. Develop and implement a system/tool to measure student satisfaction during the course and at its completion. Submit this system/tool to the Department for review/input at least fifteen calendar (15) days prior to the course beginning and share the results and unedited feedback to the Department within thirty (30) calendar days of course completion. 4. Deliver a completion certificate to each student upon successful completion of the course. 5. Provide a list of all successful students to the Department. Document successful course completion in the Department’s database, the Idaho Gateway for Emergency Medical Services (IGEMS), within fifteen (15) calendar days of course completion.
