Specifications include, but are not limited to: 2.4.1 An independent vendor shall design and conduct a number of Statewide Customer Satisfaction Surveys to gauge the effectiveness and satisfaction of how well the American Job Centers are operating to provide services to employers and jobseekers. Survey questionnaires must be targeted to the following groups: (1) employers that had previously used an American Job Center’s services within the last three years, (2) jobseekers (WIOA participants, specifically) who had previously used an American Job Center’s services within the last three years, (3) front-line staff (e.g., case managers) who are employed at an American Job Center, and (4) walk-in visitors who seek the services at an American Job Center; 2.4.2 Survey questions need to be developed in a way that can identify strengths, weaknesses, and gaps in workforce system programs and operations. Survey responses must be quantifiable. Survey design must apply sound standards of social sciences research with a high degree of rigor, resulting in being able to make actionable recommendations from the survey results. The design of the survey must include a randomized sample of each survey group at a significant size that will allow for generalization about the population across multiple industry sectors and the entire state of Hawaii; 2.4.3 The independent vendor must be able to collect responses from all survey groups who reside on the islands of Hawaii, Kauai, Maui, and Qahu. The independent vendor may have to visit survey groups on all islands; 2.4.4 The independent vendor may propose to conduct surveys via mail, telephone, inperson, or a combination of methods; 2.4.5 The independent vendor shall compile and analyze the survey data and produce a final report with actionable recommendations. The final report must include detailed descriptions of the survey design and methodology and an appendix of survey questionnaires and survey results; 2.4.6 All survey questionnaires used in the surveys and data sets used in the analysis must be submitted to the WDC in Microsoft Word, Microsoft Excel, CSV file, or in an electronic format specified by the WDC; 2.4.7 The independent vendor will present and discuss the survey results and recommendations to the WDC; 2.4.8 The WDC will provide the independent vendor with qualified lists of employers, jobseekers, and front-line staff for the first three survey groups. The independent vendor has discretion on how it will create a list of walk-in visitors for the fourth survey group. All personally identifiable data shall be treated as confidential information and must not be disclosed to any third-party organization. Wherever applicable, personally identifiable data must be removed from the survey analysis and the survey results
