Specifications include, but are not limited to: The project shall include a feasibility study and master plan for the establishment of livestock harvest processing in the state of Hawaii. Based on the findings of the feasibility study, the project shall also include the design of a scalable plant that a third-party could adapt to a parcel and build a future processing facility. The goal is to create a facility model that serves the sustainability needs of Hawaii’s beef industry, and addresses economic, social and environmental impacts of a potential facility. The feasibility study, master plan, and design may be used as a marketing tool to attract investors and future construction of livestock harvesting facility in Hawaii. The services shall include: 1. Development of a feasibility study and master plan for the establishment and operation of a new livestock harvesting facility; and 2. Design of a new facility that can be adapted to meet environmental conditions and can be scaled up or down to meet production needs.
