Specifications include, but are not limited to: The RFP is intended to solicit proposals from qualified parties (Proposers) to design and construct, implement, operate, and maintain a microgrid at the NELHA 55” pump station (the “Microgrid System”). The Proposers shall propose an outright purchase of the system and/or a prepaid power purchase at set prices (collectively the “Project”). A microgrid is defined in HRS§ 269-46 to mean “a group of interconnected loads and distributed energy resources within clearly defined electrical boundaries that acts as a single controllable entity with respect to the utility's electrical grid and can connect to a public utility’s electrical grid to operate in grid-connected mode and can disconnect from the grid to operate in island mode.” Accordingly, for the purposes of this RFP, a microgrid is defined as a combination of ground mounted PV systems, energy storage devices, and a microgrid management system. This microgrid must be able to operate in island mode
