Specifications include, but are not limited to: The CONTRACTOR shall provide civil, structural, electrical, surveying, and geotechnical engineering to complete the Project. The scope of work for this project includes a Planning and Environmental Linkage (PEL) which will include identifying transportation issues along with environmental concerns for the project corridor. The PEL study shall explore the alternatives to reduce congestion in this stretch of Kuhio Highway and recommend the most feasible that has least environmental impact, least right of way taking, and least construction cost while addressing the congestion problem. Alternatives shall include, but not limited to, widening Kuhio Highway to add one more Southbound lane, utilizing existing Cane Haul Road as By-pass Road, installing roundabout at intersections. The CONTRACTOR is responsible for obtaining other necessary environmental permits and approval. The scope of work also includes the following design services but shall not be limited to: topographic survey, geotechnical investigation, pavement resurfacing and reconstruction, installation of pavement markings, replacement of signage, installation of curb ramps, drainage improvements, sidewalk improvements, shoulder improvements, guardrail replacements, upgrade guardrail connection and end posts, pedestrian facilities improvements, and traffic signal improvements.
