Specifications include, but are not limited to: The Hawaii Department of Education’s (HIDOE) Monitoring and Compliance Branch (MAC) evaluates the HIDOE’s compliance with state and federal laws, U.S. Department of Education (ED) requirements, and Board of Education policies related to the implementation of ongoing federally funded programs. It serves as the primary contact with federal program officials regarding the state educational agency’s responsibilities. MAC is responsible for creating and executing a comprehensive Federal grant monitoring system. As a result, the branch seeks an external service Provider who can ensure that HIDOE’s monitoring system is in compliance with Every Student Succeeds Act (ESSA) and the Education Department General Administrative Regulations (EDGAR) and other Federal requirements. The Provider shall focus on supporting MAC by reviewing HIDOE’s current monitoring results and provide recommendations and guidance on: Ensuring the correct EDGAR rules are being utilized and applied properly including the areas of time and effort documentation and allowability; and Identifying areas of noncompliance and creating a corrective action plan; and Reviewing and developing required policies and procedures related to ESSA and EDGAR monitoring.
