Specifications include, but are not limited to: Phase I: Educate local governments about solar plus storage resiliency hubs for critical infrastructure. GEFA shall host a one-day workshop that helps define the specific solar/storage capacity at prospective participants’ facilities. Provide training on regulatory issues, electrical engineering requirements and limitations, critical load design and accommodation. Provide increased knowledge and understanding of various solar/storage/backup generator technologies and products that can be implemented to increase resiliency. Include opportunities to meet with project developers, engineering firm, solar installers, and other industry experts. Phase II: The Engineering Consultant will develop and conduct feasibility studies for solar plus battery storage, with potential to include backup generators, at critical local government facilities in Georgia. Studies would include engineering cost estimates for proposed technology, feasibility assessment, and preparation of preliminary project budget(s). Other Important Requirements/Considerations: Meet with industry experts including solar industry, electrical engineers, utility providers, regional commissions, Georgia Environmental Finance Authority, Department of Community Affairs and Georgia Emergency Management and Homeland Security Agency officials as appropriate, Assist GEFA in developing workshop content and define the specific feasibility study template; Generally, assist GEFA in its defining election criteria for local government facilities, Considerations: Energy efficiency requirements, minimum performance requirements, structural deficiencies, community resiliency options, technology specifications, electrical system upgrade requirements, option to propose more than one facility to mitigate risk that one is not feasible, define critical infrastructure parameters (911 call center, police, water, fire, shelter, cyber/IT facilities), Engineering firm shall ensure quality, timeliness, streamline and optimize its assessments, and provide informational assistance to GEFA with any local government agreements/MOUs as necessary. ENVISIONED SERVICES ARE REQUIRED TO BE COMPLETED BY SEPTEMBER 30, 2020.
